Lieutenant General (ret) Gina M. Grosso is a decorated military leader and presidential appointee with more than three decades of executive experience across the defense, federal, and commercial sectors. As a retired U.S. Air Force Lieutenant General—one of only ten women in Air Force history to attain that rank—she has led some of the largest human capital and operations portfolios in the U.S. government, with a proven record of institutional transformation, strategic oversight, and governance. Most recently, Lt Gen (ret) Grosso served as the Assistant Secretary for Human Resources and Administration/Operations, Security and Preparedness at the U.S. Department of Veterans Affairs, overseeing policy and operations for more than 460,000 employees. She led pandemic response execution, modernized federal police governance, and drove enterprise workforce growth—onboarding 50,000 new employees in just 30 months. In the U.S. Air Force, she held the role of Chief Human Capital Officer, directing all personnel programs for 670,000 active duty, reserve, and civilian personnel. She implemented large-scale digital modernization efforts, including a cloud migration of 88 HR systems, and shaped major legislative outcomes through congressional testimony. Under her leadership, the Air Force executed a complex retirement reform initiative and led the Department of Defense's Warrior Games, a global event for wounded service members. Lt Gen (ret) Grosso also brings significant board experience in governance and financial oversight. She served as Chair of the $5B Defense Commissary Agency and the Chair and Vice Chair of the $8.6B Army & Air Force Exchange Service, overseeing P&L, CEO selection, strategic planning, and operational modernization across more than 2,700 facilities worldwide. Her reforms in retail operations, e-commerce growth, and cross-agency partnerships generated measurable revenue increases and long-term sustainability. A graduate of Carnegie Mellon University (honorary doctorate, B.S. in Applied Mathematics & Industrial Management), she also holds advanced degrees from the Naval War College and the College of William & Mary, and is a graduate Fellow at Harvard's Weatherhead Center for International Affairs.
